I have done all the steps provided in the user guide, implementation guide and in 23C upgrade as well https://www.oracle.com/webfolder/technetwork/tutorials/tutorial/cloud/r13/wn/recruiting/releases/23C/23C-recruiting-wn.htm#F28176

i.e enabling admin profile and provide privilege. Still Hiring manager not able to see RAC in my teams> quick action. However, recruiters able to see the same.

Please guide if anything missed from our end!
