Can we add validation and duplicate person rules on customize national identifier value?

On the hire an employee screen, in the personal details section, we have the "National ID Type" field.

The field has currently the value "national identifier" which is associated to validation rules based on the input country.

However if we select Madagascar as country and input the national identifier, no restrictions has been applied. According to this document ( Validating National Identifier Numbers in Oracle Fusion Human Capital Management (Doc ID 2159758.1), validation for Madagascar country has not been defined by oracle.

We would like to be able to input the Madagascar national identifier correct format (9 digits) and have a message error when the format is invalid (more or less than 9 digits). Moreover if system identifies similar national identifier, it shall be able to trigger warning message.
