In WMS, few items in Sales orders show allocated status but no OBLPN created

Summary: Majority of the lines in Sales order are shipped whereas no OBLPN has been created for few items in SO (example-9) and is in allocated status and its status in Inventory history shows cancelled. What could be the reason that those 9 lines did not move to OBLPN?
