POV Issues when executing a Ruleset via Rules or Jobs Scheduler

Hi All

Have set up an RTP to a Ruleset (basically copies rolling to a scenario) via variable designer. The very basic RTP setup is

Type: Members

Dimension Type: Scenario

I then try to execute this via Rules and the LOV only displays a few of the scenarios I was expecting. Actually from the setup above I was expecting all descendants of Scenario to appear in the LOV

I am missing another parent 'Locked_Scenario' which is the parent of all my budget L0 scenario's. I can use the Search Scenario and it returns the L0 budget scenario's but I cannot select them. Not sure if its the way I have set up these L0 scenarios. I can execute each rule that makes up the ruleset via calc manager and pass in the chosen L0 scenario and the rules work perfectly but cannot run as a ruleset.
