23C Recruiting Activity Center - missing requisition

We have two requisitions in same status of Job Formatting In Progress however when the hiring manager looks in the Recruiting Activity Center one of the requisitions displays on the RAC screen with a status of Awaiting Formatting and the other requisition does not display at all.

Is there a specific requirement that must be met when requisitions are in Job Formatting before they display in the Recruiting Activity Center?
