Pittsburgh Payroll Expense Employer Tax

Summary:

We have configured the Pittsburgh Payroll expense tax, but it is not accruing as we expected. We raised an SR with Oracle but since this is a custom tax, they are unable to assist and guided us to the community. Has anyone else implemented this tax successfully?
