Assignment Changes including Effective Sequence

Summary:

Hi - I have a logical SQL built that is looking for changes in a DFF field that do not take place on a Sunday. It is supposed to capture the changes between rows but I am having trouble capturing the effective sequence in the report. If the change happens on the same day as the previous row (just one sequence higher) the report doesn't recognize it. Can anyone assist in what changes to the report should be made to account for the sequence between rows?
