Personal Information workflow not working as per the approval defined.

We have client requirement that when employee is changing personal information such as father name, Date of Birth, and All national identifiers it should go for approval otherwise auto approved.

We have defined the below rule on birthdate and firstname, but when we are changing any personal information is it autoapproved.
