Approval isn't routing as per rule for edit of existing Emergency Contact.(Relationship/Name/Bio)

Transaction is failed when employees change/update/edit the information in Family and Emergency Contacts

The Approval rules about Family and Emergency Contacts
- When employees create/change/delete their information -> HR/Representatives should approve it.
- When HR/Representatives create/change/delete the employees' information -> Auto-Approve.
But, Approval isn't routing as per rule for edit of existing Emergency Contact. (When changing the info of 'Relationship', 'Name', and 'Biographical Info' section)
Please let me know which conditions shoud I add.
When employees create a new contact, approval rule is routing correctly.
