Organization Security not working as configured post 23C

Summary:

Line Managers are restricted by Organization Security profiles to only select their home department when Requesting a New Position. Since 23C Line Managers can select ALL departments.

Content (required):

All departments are available in list of values for managers to select post 23C. We have only had 23C applied to Non Prods and only these environments are impacted. I have triggered roles, data profiles, regenerated the profiles - no change.
