How to get the username who has deleted person record

For one of the employee

, from 1st august his position has changed to new one (reason is promotion). after 21st august someone has changed his position to old one (Sr. Technician I). Someone has deleted the record, so the position has back to Sr. Technician I. We want to know that which user has downgraded his position?
