Redwood 23C - HR Helpdesk Reports and Analytics

Hi All,
I need some advice about the reports and dashboards under HR HelpDesk Manager - New. What is the criteria for these reports as I am struggling to obtain any output?
Does the manager just have to have the correct role and resource role? I have set up the resource roles, resource hierarchy and the manager has the Next Gen Human Resources Manager.
Any advice would be greatly appreciated.
