Learner able to enroll to a course with necessary prerequisites

Hi All,

I have setup prerequisite for a course and default course configuration setup doesn't allo anyone enrolling to a course without prerequisite. However what I am noticing that learners are able to enroll to that course even if they don't have required prerequisites. Is this how it works? Or I have to do some additional settings to stop this.
