How to add the EEO 4 field from Job to a OTBI report?

Hello - how can you add the EEO 4 field to a OTBI report? I am able to locate the EEO-1 field but not EEO-4
I found this document: https://docs.oracle.com/en/cloud/saas/human-resources/23b/falzi/eeo-4-state-and-local-government-information-report.html#u30240480 but I am not seeing the flow for EEO -4. Is this due to us not using Oracle for payroll??
