Restrict employee to create particular DOR

Summary:

We have a requirement where employee should not be able to see a particular DOR while creating. Only Line Manager and HR's can create this DOR and once created Employee should have View only access . I know it can be achieved by creating a different employee role with view only access and add that particular document type in Document Security profile but we don't want to create a different Employee role.
