Can we auto-progress a candidate to the next Phase/State when the recruiter opens their application?

Summary:

We would like to add an auto-progression so the candidate is moved from New/To Be Reviewed to Initial Screen/to be screened when a user opens their application. If this is possible can it be designated by CSP, Recruiting Type or some other criteria?
