Pub/Sub with different OIC environments and version

Hi Folks

I think I know the answer (no) but always good to check here

Is it possible in Gen3 to setup pub/sub (event handling) between two different OIC instances?

If the answer to the above is yes, is it possible to do that in different version of OIC Gen2 and Gen3?
