When the approver is left the organization, or the position is vacant. How approval Works?

We have a customer requirement saying if an approver is left the organization, or the position is vacant.

How to set approval it to route to next person or next level. Do we have such feasibility?

Ex: Jack Smith is a HR Manager, and he left the organization, and the position is vacant. Then if a workflow submitted for this person where it goes. Please let me know possible approval rules to achieve this requirement.
