Add Content differences in our DEV environments

Summary:

We are trying to upload content in PROD and we see different screen displayed whenever we try to add. Both environments are 23C. We want to add a Start Date in when we upload content and we can in our DEV environment but not in PROD. I think I am missing a profile setting - looking for guidance. See screen captures below comparing PROD to DEV
