Time Delegate is not able to approve Time Change Requests, only view

Summary:  The delegate to manager/time manager doesn't have the ability to approve time change requests, despite security updates.

Content (required): When the proxy (delegate) logs into the system and goes to My Client Groups > Team Change Requests, they are not able to approve time change requests, they can only view the requests. HR Admins are able to approve time change requests with the same 'roles' assigned to the delegates through the security console. I'll note that the delegate can approve team time cards, the only issue is with time change requests.
