Can we restrict value set based on country?

On the Skills and Qualifications screen, under the Education section, we have created a descriptive flexfield and have added a list of values using value set.

To create the descriptive flexfield, we have used the Flexfield Code HRT_PROFILE_ITEMS and then we have added context sensitive segment and created a value set.

The screenshot below shows the setup of value set.

We would like to restrict some values from the screenshot above based on the country. Based on this document Fusion Global HR: How to Restrict Values by Country Tag in a Custom Value Set (Doc ID 2906915.1), The desired functionality of filtering the Value Set list by the Legislation Code is only available for value sets used in seeded attributes, like Assignment Category.
