Controlling the list of Recruiters

This is in regards to an issue which we are facing. While raising a requisition, under hiring team tab, when we select recruiters there we can see the list of all employees in the system whether they are recruiter or not. We want only recruiters to be visible in that list.

Currently, all employees are open for selection in the recruiter list which business does not want.
