Making the contingent assignment Primary

Hello,

An employee has two work relationships, one is contingent and one is employee. We are trying to terminate his employee assignment on September 30, 2023 but we cant terminate it since this is the primary work relationship.

So what we did is to make the contingent worker the primary work relationship as of September 30, 2023 but this error is showing:

Can you help us how to solve this so that we can terminate his employee assignment?
