What is the required Privilege for "Edit pending worker" & "Employment Star date" in Pending Worker

"Edit pending worker" & "Employment Star date" quick actions grey out for HR admins

As system admin I have this access to "Edit pending worker" & "Employment Star date" in Pending Worker quick actions.

But for our HR Admins "Edit pending worker" & "Employment Star date" actions are grey out. What Privilege we need to add?
