Do I need to create new version CSP even for modifying the actions?

Summary:

Content (required):

I have requirement to add new send notification or modify the existing send notification action to new email content. I see this is working fine if I just modify the current version. Is it a best practice to create new version CSP whenever there is change?. I am not creating any new phase/states.

Creating new version will have impact on new Requisitions only, We want these new notification take effect on all the existing Requisitions as well.
