Headcount as of date - security scope

I am working on a headcount dashboard for HR employees, so that they can see the headcount as of date (number of employees, FTE etc).

I am facing an issue for employees who changed of legal entity (from legal entity 1 to legal entity 2).

As an HR of legal entity 1 I was seeing the info about the employee till his last day but once he joined legal entity 2, I cannot see him in my report if I filter on an anterior date (when he was still in my entity). My security role doesn't allow me to do it.

Did you already have this issue ? how can we do technically to solve it?
