Vacant Positions in SQL

Summary: Hi I have had a request through to list vacancies per Position Code/per CC. But instead of having one row per vacant position, it needs to have as many rows as the actual max persons per that Position Code, and indicated vacant or occupied.

So far my code does partition over and lists the vacancies per Pos Code/CC. Where Person number is null (which is a vacant position, row over "Vacancy" concat row number)

Is there any suggestions as to how to achieve multiple per vacancies?
