Can Preview Job Letter be made static as currently it is dynamic

Summary:

Preview Offer option in ORC is a dynamic preview. It changes based on the status of the EE. If there is a way to configure the Preview Offer to be static under the requisition/candidate after the effective date of the internal movement? Once business goes to ORC to preview offer letter for a transfer/promotion that has already happened, the preview of the offer letter is shown based on employee’s new record and not the record that was active when the offer letter was created
