Page Personalization Issue-Cursor is automatically moving on mandatory fields

Summary:

We have business requirement to make fields(Ship-to location and Product category) as required on Invoices Line -Tax tab and we have done page personalization to achieve this but after doing this personalization we observed a weird behavior.

When we start to enter the invoice line and click in the Amount column, it automatically moves cursor to the Ship-to Location field FIRST and is requiring that enter mandatory field first.

Is this expected behavior with on Invoice line level personalization - to move the cursor to enter require fields FIRST?
