Start date can be changed via ORC in HR, Processing in Progress

Summary:

We are noticing that the start date can be changed via ORC for candidates who are already in the HR, Processing in Progress state, and the pending worker record is active.

Is this expected behaviour? It seems the start date can be changed up until the employee's record becomes active.
