Is there a way to restrict Document of Records without using Assignment level Security?

Hello experts,

Is there a possible way to restrict Document of Records without using Assignment level Security? The business still wants to access previous records that worked within the AOR of the previous HR, but currently ALS is basing on current date. With this, they want to use ALS to restrict the Document of records by using Assignment Level Security. These two functionality can't be achieved using ALS, so is there a possible way to at least restrict DOR without using ALS?
