How to secure DFF value set by employee's legal entity

I am searching for a successful test case where DFF value set security is enabled. We are trying to deploy a DFF in person extra information screen.Data to this field will be entered by the HR admin. However, value set should be restricted based on the employee's legal entity in the work relationshipAppreciate your expertise opinion in this regard
