Unable to Change Assignment or Add Assignment from a date before Employee Record Conversion Date

Summary: We want to Add Assignment/Change Assignment from a date before the Employee Records Conversion Date i.e 01/11/2023. Whenever we try to do that, the responsive UI gives a message that please enter a date on or after 01/11/2023.
