How to change color of edit/add buttons

Summary:

In our setup the buttons for "Add" or "Edit" in all of our quick actions are grayed out, and I can't seem to change the color through "Appearence" in a sandbox

As shown in the attached screendumps, the "edit" and "add" buttons in our setup are grayed out. When the mouse hovers over they are more visible/filled out. I want to change the background color so it's not as grayedout/transparent as right now. However when I enter a sandbox and try to change the colors of "Buttons" in 'appearence' it does not change the edit/add buttons. As seen in the second screendump I tried changing both label, border and background to three different colors but this does nothing.
