is it possible to add conditions like onChange to a field?

Summary:

We are working on IBLPN. We are trying to set a condition that if the location has changed, it will send that data to a separate system.

My question is, is it possible to add a condition on location field for IBLPN (like once location has changed, do something). And how/where to do that?
