Custom Alert Composer Filter's not migrated to workers resource from emps thru FSM migration

Hi All & 

After 23D upgrade into our lower pods, we tried to migrate our custom alerts thru the FSM configuration package as mentioned in the document below:

After importing the configuration package, we see the Resource has been migrated from emps to workers but the filters in the custom alerts did not migrate to workers. Did anyone faced similar issue in 23D?
