What counts as an Activity within an Offering?

To ask whether an evaluation alone can count as an activity within an offering, after Activity sequencing.

When we started using OLC, one use case was to set up check-in questionnaires for stages of a learning programme which was undertaken outside OLC.

A course was created, with a self-paced offering. That offering did not have any Content Items associated, and the learner simply marked themselves complete against the first activity. This mechanism was used as a means to then access a required evaluation, which contained the questionnaire for that stage's check-in. Learner progress against the Offering shows 2 activities, even though the first one has no Content item and just a Mark self complete link. Activity 2 is the evaluation.
