Transaction Console: Not all transactions are displayed when the same From and To date are selected

Under Tools >> Transaction Console, I filter by "In Progress" transactions. To filter further, I use the "Transactions From" filter and select From and To date as 31/10/2023. 5 Transactions are extracted when I use the "Download" option under the Actions menu. If I then use the "Transactions From" filter and select From as 31/10/2023 and To as 01/11/2023, the downloaded file contains 11 Transactions for 31/10/2023. Why are there 11 transactions for 31/10/2023 when a range is selected but only 5 transactions when the exact date of 31/10/2023 is selected? This is the general behaviour for other periods selected. This is significantly impacting our ability to manage transactions.
