Duplicate profiles are created in Oracle for subcontractors when a different DOB is provided

Summary:

Duplicate entries are created in Oracle for subcontractors, the systems isn't flagging duplicates when a dummy DOB is provided, system is not considering First Name and Last Name alone in this case.

Is there a way to lower the duplicate check threshold to reduce the number of duplicates we are creating.
