Not Able to Drag Email to Attach to Job Requisition

Does anyone have an issue with dragging Outlook email directly to the Attachment section in Job Requisition? We were able to just do a drag and drop but after 23C upgrade, every time we drag an email to the section, there is a pop up asking us to download the email. We have tried with different web browser but nothing worked.
