Need to add list of Values under why not section in termination field.

In Terminate Work Relationship UI, we have a field called "Why not" under "Enter Termination Info" section with list of low Performance and Negotiated settlement we would like to add values to the list when we select as NO for Recommended for Rehire. Please find attached screens hot for the same and queries related to that.

1) what is the list related to this field? common lookup/value set etc?

2) will it not affect/damage the logic of this field if we add a new value to it?
