Position Hierarchy is not updating when Parent Position is Updated

When updating parent positions, the graphical position hierarchy is not being updated, and the new line manager is not being synchronized to the incumbent's assignment.

This issue is happening inconsistently. When parent positions are updated via an update on the position, the parent position will be updated on the position detail screen. When you then look at the graphical position hierarchy of the parent position, the child position is not added to the graphical position hierarchy. When position synchronization runs, two records are created on the same day. The records show that the position synchronization has happened and that a manager has changed, but when you look at the records the existing line manager is shown on both. This issue is happening in both test
