Mass update cities automatically based on data specified in postal codes

Our customer had a Go-Live of Oracle HCM Cloud several years ago. Now they've decided to start using geographies (before this, all addresses were added manually). We've imported Loqate geographies for needed countries using standard Oracle functionality. So, now the geography hierarchies and validation are configured in the system. Could you advice please if there is any process that could help to update the information in the City field after the data that was already entered in the Postal code field manually? I've tried "Validate Geographies of Addresses Against Master Geographies" but it didn't help.

Or there is only the option to do HDL loading in this case?
