Agency Portal Quick Actions page not available through regular sign-in

Summary:

When a hiring agent signs in to the agency portal they are unable to access the quick actions page; The only way for the agent to access the quick actions page is by using the email link inviting them to submit candidates for the requisition and then using the 'return' arrow to go to the quick actions page, as the link opens directly to the requisition they've been invited to. If the return arrow from the quick actions page is clicked, then they have to use the email link again and start from the beginning.

Have followed all Oracle docs I could find, but I'm hoping I'm just missing something small, has anyone else experienced this? (Photos attached of what can be accessed through regular sign-in v. using the link in email and selecting the return arrow)
