Add Custom Text to Workflow Notification

Summary:

I would like to be able to add custom text to the workflow notifications that would show up conditionally - only when the approve/reject links are shown on the page. I have added the following text to the FinFunWorkflowNotificationSubTemplate:

However, the text is showing up whether the approve/reject buttons show up or not. Is there a way to make this conditionally show so that the text only appears when the approval links are shown?
