Correct use of BPA whose origin is a negotiation.

Good afternoon

I’d like your comments regarding the following scenario that has to do with negotiations and blanket purchase agreements (BPA):

 

User A creates a purchase requisition 01 for 10 notebooks

User B creates a purchase requisition 02 for 10 notebooks

User C creates a purchase requisition 03 for 10 notebooks

 

The three PRs reach the buyer and since notebooks are always necessary in the company, he decides to create a negotiation to get good prices.

 

Then enter the process requisition window and create a negotiation by selecting the 3 PRs.

The negotiation is created with 3 lines and he adds a fourth line with 970 notebooks.

The goal is to launch a negotiation for 1000 notebooks and get a BPA to buy notebooks for a year at the best price.
