Bell Notifications are not appearing for PO 3rd level Approver in fusion

Bell Notifications are not appearing for PO 3rd level Approver in fusion

We have defined Job Level Approver based on amount. While releasing PO for >250K, it need to trigger for 3 level approver.

1st and 2nd level approver receiving approval notification in Bell icon but for 3rd level approver it is not appearing there. Once I go into BPM, worklist then only can PO approval notification.

This issue is happening only for 1 user, checked notification mode as well, "Notification Mode = All" is already defined in system.
