Could you please help us know how we can acheive the below requirement

Our workflows are setup based on AOR's

If A and B are HRBP for department "Human Resources" both A and B have access to employees who are in deparmtent "Human Resources"

we have a requriement, if any changes in employees who are in department "Human Resources"Human Resources", only A should get the notifications for approval 

and B should not get the approval.
