Is there a way to configure Requisition BPM rule with max count line id. ?

I have a requirement where I need to configure BPM rule for Requisition with 2 lines ( related to 2 smart forms).

In the requisition, If Line 1 is added from Smart form A and then line 2 has to be added with smart form B or vice versa or else requisition should auto reject.

Tried configuring with smart form Ids but not working..
