Add new data source feature has been disabled for FILE connection. How to enable this option.

Content (please ensure you mask any confidential information):

Add new data source feature has been disabled for FILE connection and so we are not able to create a shared data source where the file can be placed. Because of that we are doing it manually by uploading the file each time. What is the option to enable this. Is this disabled as default. Does an administrator can enable this option. Please help to address the query.
